Final consignment

The Government is planning to axe tax rules that have allowed retailers to avoid paying VAT by despatching goods from the Channel Islands. As from 1 April 2012, low value consignment relief (LVCR), which costs the Treasury more than £100 million a year, will be scrapped.

LVCR was originally designed as a VAT exemption for goods coming from outside the European Union. It meant EU members would not have to collect small amounts of VAT, which would have cost more than it was worth.
